This manuscript claims that national migration policies are limited by some externalities. These limitations so powerful and they nearly let governments decision-making about policies. In the last decade, Turkey, struggling with enormous immigration inflows, is most obvious example of this situation. On one side, international organizations forcing Turkey to be their policy instrument, on other tries keeping tenets like humanitarian diplomacy human rights agreements. addition these restrictions, there others already accepted in literature public policy. conclusion, dissolving Turkey’s possibilities policymaking descriptive method under coercive externalities, it reaches difficult design a rational migrant
